All key points relating to forecasting, payment processing during the year and the auditing of the year-end statement in accordance with Section 19 (2) of the Electricity Grid Charges Ordinance (StromNEV) and BNetzA specification BK8-24-001-A follow a fixed schedule within the year:
Forecast:
- 31.08. t-12: Forecast of end consumer sales (LVA) from DSO to TSO
- 01.10. t-13: Reporting of the rolling amounts in accordance with BK8-24-001-A from the DSOs to the BNetzA
- 15.10. t-11/3: Forecast of lost revenues from DSOs to TSOs and reporting of the rollover amounts reported to the BNetzA in accordance with BK8-24-001-A from the DSOs to TSOs
- 25.10. t-12/3: Publication of the surcharge for special grid usage for t by TSOs
Payment processing during the year:
Monthly in t on the 15th calendar day of the following month2:
- Due date for billing 1/12 of the forecast of lost revenue and 1/12 of the reported rolling amounts
- Due date for billing the surcharge for special grid usage on 1/12 of the forecast LVA
Audit of the year-end financial statements:
- 31.07. t+12: Electronic data report to TSO and testing of lost revenues and LVA by DSO
- 30.11. t+12: Annual settlement (actual reconciliation) by TSO to DSO
- 30.06. t+22: Completion of payments for the annual settlement of the surcharge for special grid usage and the annual settlement of lost revenues from t
Note: There is no year-end settlement of the planned/actual differences in the rollover amounts pursuant to BK8-24-001-A between the TSO and DSO. These differences are included in the rollover amount for calendar year t+3 if there is an approved regulation account balance for t (see point 10 of the determination).
