The creation of individual grid models (and thus the common grid model) is only possible if the necessary data is available. The CACM Regulation takes up this requirement and obliges the European TSOs to develop the GLDPM in addition to the CGMM.
The national implementation of the GLDPM is a joint project of the four German TSOs. In the first step, the TSOs published the GLDPM in German and English on January 11, 2017 in accordance with Article 18 (1) GLDPM. In the second step, the relevant information pursuant to Article 18 (2) GLDPM was published on February 10, 2017. The information to be published included the functional units obliged to provide the data and the data to be provided, including the delivery deadlines. The consultation document also contained a draft of the implementation rules. These initially only described the basic data exchange process between the respective functional unit and the TSOs, without going into details. The further design of the data exchanges took place as part of a consultation process in which interested parties were able to comment on the TSOs' consultation document from February 10 to April 7. The comments submitted to the TSOs and a response document from the TSOs were published on this website on April 12 and were discussed in two workshops at the end of April. Close involvement of the energy sector was the explicit aim and will also be sought for the further course of GLDPM implementation. On May 11, the TSOs published drafts of the GLDPM process descriptions, which could be commented on until May 25. A guide for the implementation of the CGMES format (“CGMES Implementation Guide”) was presented to interested distribution system operators in a further workshop on May 29 and was also open for comments. The publication of the implementation guidelines on July 6, 2017 also marks the start of the actual implementation phase, which must be completed by January 11, 2018 (see above).
