Here you can find the requirements paper of the four transmission system operators for the grid connection of requirements for battery storage systems.
The enormous expansion of battery energy storage systems (BESS) in the German transmission grid requires the provision of system services for efficient integration in order to ensure the usual high quality of supply security in Germany. Against this backdrop, BESS must have system-supporting properties with which a significant contribution to maintaining system stability in the course of the energy transition can be made in a cost-effective manner. The requirements of VDE-AR-N 4130 generally apply to the grid connection at the extra-high voltage level. When these currently valid Technical Connection Rules (TAR) were developed a few years ago, the enormous expansion of BESS was not yet foreseeable. The TAR are currently being revised to take account of these considerable technological changes in the German transmission grid. As the duration of this process until the revised TAR comes into force is not sufficient to address the current ramp-up, the necessary technical requirements are defined in this requirements paper. These are to be fulfilled during the transition period in addition to the currently valid TAR. This is to be seen in particular against the background that the massive expansion of BESS is required to a considerable extent for the grid integration of converter-based generation plants. This leads to an intensification of the system stability-related challenges that are already occurring today.
